Would be nice to have an enable button at the left inline with the one above, which then made the "Wrap plain text messages at [_] characters" turn greyed out.

I proposed that in bug #160468 as well. We need a checkbox. Being a programmer I found out that setting it to 0 works, but only me, I guess. Just filled a RFE, see Bug #186732, which can solve this on a MSG per MSG base by adding a button.
