Steps to reproduce:
1. Go to https://hgtv.com with Adblock Plus enabled
2. Disable Adblock Plus by clicking the ABP icon > "Enabled for this site"
3. refresh browser
Actual results:
Message to disable ad blocker still pops up With Firefox tracking enabled. When FF tracking disabled, message no longer appears.
Expected results:
Disabling the extension should cause the anti-ad blocking message to no longer appear.

Adblock Plus is completely unrelated to the issue. It's just Tracking Protection blocking content that triggers the message.

I loaded https://www.hgtv.com/ in a new profile in a Private Browsing window and got the "popup" banner shown in the attachment.
After disabling TP for this page (via the Shield menu), the page loads without the banner.

Since the banner goes away after we disable TP, I don't think there's anything that needs to be fixed.
