As outlined in the intent to deprecate (https://groups.google.com/forum/#!topic/mozilla.dev.platform/qLTTpdzcDkw/discussion) we intent to remove AppCache over insecure contexts in 62 stable.

Other than what was outlined in the intent email no. However I can follow up with an email saying we will remove in stable as there haven't been any reports of breakage. Is that sufficient or would you prefer a new email?

I just checked the last mail on dev-platform, I think in this bug we should try and add a web platform test for this.
