Per bug 1457620 comment 22, seems like the pref should also govern pref experiments, not just add-on studies.

I noticed recently that the preference study action, which is hosted on the server and not currently stored in mozilla-central (bug 1440779), already checks this preference. Users that have set the opt-out preference to false will not be enrolled in any new preference studies. I was wrong in bug 1457620 comment 22.
However, if a user is currently enrolled in a preference study, changing the pref will not unenroll those studies, like it would for add-on studies. We should still fix that.

I independently discovered this while working on bug 1440779 and fixed it there. Closing this as a dupe.
