Meta bug for organizing remaining RDL work, some of which blocks ship.

Hey David Did we settle on how we would identify which of these bugs are blockers? Ideally, i'd like to be able to look at this list of bugs and see which will need to be resolved in order for RDL to ride to release with 61.

Removing a few crash bugs that existed before retained-dl. Some have new signatures, but aren't related to the feature (and wouldn't go away with a pref flip).

Do you have a preference? I usually set P1 for bugs that I think we need to fix asap, but we can also use the importance field.
