Details

The new tc-client requires a rootUrl, and thus isn't usable in docker-worker right now. The tc-lib-docs repository uses tc-client to get AWS credentials to upload and download docs. This depends on enabling proxy usage with a rootUrl, bug 1460015. Once that's solved, landing this should be quick and easy.
