To take advantage of the new notifications, we must convert the existing ones to the new system and fix consumers to properly handle batches.
We should replace all the notifications in nsINavHistoryObserver, we can do that in chunks in dependent bugs.

It looks like this is complete, there's probably space for optimizations in consumers, but those should be handled elsewhere.
