Steps to reproduce:
1. Open a new tab
2a. Open a bookmark by middle clicking it in the bookmarks menu
2b. Open a extension-provided tab (Brief or uBlock Origin Dashboard for example)
Actual results:
A new tab is opened instead of "consuming" the new tab page.
Expected results:
If a new tab page is focused, it should be consumed like it does when you open preferences. Another example is using Alt+Enter shortcut to open in new tab from the address bar: when trying to do so in the new tab page, it just uses that one.

I managed to reproduce this issue on Firefox 61.0.1, 62.0b7 and Nightly 63.0a1 (2018-07-11), Ubuntu 16.04.
