Steps to reproduce:

In Firefox 61.0.1
Set "Options > Home > Homepage and new windows" to "Blank Page"
Set "Options > Home > New tabs" to "Blank Page"
Close Firefox ans start it again



Actual results:

When starting Firefox, it shows a grey page without favicon (the temporary page with the menu background color, that is shown before Firefox displays any new page).

When opening a new tab it shows a white page with the Firefox favicon (the about:blank regular page)


Expected results:

When starting Firefox it also should show the about:blank page.

It's important not only for consistency, but  because the about:blank page let you run extensions in it, like mouse gestures, while the temporary page shown on startup does not.

I have manged to reproduce this issue on the latest Firefox Release (61.0.1) and on the latest Nightly build (63.0a1, 20180801223951) on Windows 10, Mac 10.13.6 and Arch Linux. For older builds, where you can't set the New Tab page to about:blank, I've used the https://addons.mozilla.org/en-US/firefox/addon/blank-new-tab/ addon.
The issue is reproducible on each new window after it is set to show a blank page.

It looks like bug 1379587 has caused this issue.

It's not a temporary page, the about:blank page is loaded but not painted (its opacity is set to 0).
