For 63, the Private Browsing mode default tab needs to change from Old: Private Browsing with Tracking Protection Old: “Some websites use trackers that can monitor your activity across the Internet. With Tracking Protection Firefox will block many trackers that can collect information about your browsing behavior.” To New: Private Browsing Replace <Shield icon>Tracking Protection with <Shield icon> Content Blocking New: “Some websites use trackers that can monitor your activity across the Internet. In Private Browsing mode, Firefox Content Blocking automatically blocks many trackers that can collect information about your browsing behavior.”

This makes the about:privatebrowsing display "Content Blocking" instead of "Tracking Protection" and makes the toggle flip the TP setting for PB mode as well as the CB pref if it's turned off.

It was there in the copy suggested in the description too: "In Private Browsing mode, Firefox Content Blocking..."

I reproduced this issue using Fx 63.0a1 (2018-08-19) on Windows 10 x64. I can confirm this issue is fixed, I verified using Fx 63.0b13(browser.contentblocking.ui.enabled turned on), on Windows 10 x64, Ubunut 16.04 LTS and macOS 10.13.6.
