support application/x-moz-tabletsearch engine definition.
This is used on android only. We should examine whether it is actually necessary to support, or if we should just require android specific extensions if they need to support this. I think it would be preferable though to support both desktop and mobile in one extension.

This is not just android, desktop needs to "ignore" the tablet url in the manifest. That way we can create the extensions to support both, even if android is not ready.

tablet_search_url will be used on android. We also need to "support"
it on desktop so a single search extension can be used on both. tablet_search_url
will use the same search_url_post_params manifest entry, we don't need to be
tablet specific there.

Not clear we need this patch, so moving off to P3.
