[Steps to reproduce]:
1. Launch Firefox;
2. Turn on tracking protection feature;
3. Access the following website http://www.spiegel.de/
[Expected result]:
- page is displayed without any issues;
[Actual result]:
- message to disable add-blocker is displayed
[Regression range]:
- not a regression, appeared with introduction of the tracking protection feature (1462468)
[Additional notes]:
- attached screenshot with the issue;
- no addblocker was installed, reproducible with clean/fresh profiles
- 63.0a1 (2018-08-31)not affected;

Working around publishers paywalls from within tracking protection is not currently something we are planning to do.
