For a link with a tooltip, if I click on the link at just about the same moment
that the tooltip would pop up (fractionally after, I think), then the tooltip
reappears on the new page.

Reproducible: Sometimes
Steps to Reproduce:
1.Go to a page with tooltips in some links, e.g. http://www.mozilla.org/docs/dom/
2.Hover over a link with a tooltip, e.g. the first one, "About the D.O.M"
3.Just at the exact moment you think the tooltip is about to appear (in fact
just a fraction of a second after it does), click the link. This takes some
practice, but once you've learnt the timing, it can be reproduced reliably.
4. When the new page loads, the tooltip from the link you followed pops up on
the new page. The tooltip doesn't remain indefinitely, just for the usual period.

I can get this to happen by clicking even before it would normally pop up. The
inbox display of yahoo mail has tooltips on all the form elements, and if I
click on say, "sort by sender" then mouse over the form and stay there while the
new page loads, it pops up the tooltip for the form element that no longer
exists on this page...

Frequent use-case:
Click on any link or image that has a tooltip, before the tooltip comes up.
Nudge the mouse while still over the object with the tooltip, the tooltip
appears as the new page is loading.

Reproduced with Firefox 2.0.0.1 and Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.9a3pre) Gecko/20070213 Minefield/3.0a3pre.
