Reproducible : always Steps To Reproduce: 1. Open about:preferences 2. Scroll down so that some controls are out of view port 3. Press Tab key Actual Results; Focused element is not visible, It hides behind fixed header(.sticky-container). Expected Results: Focused element should be visible. (The amount of scrolling should take into account the height of the fixed header) Regressed by: Bug 1377009
