No minidump stackwalk when running raptor locally

Details
When running raptor locally and it crashes, minidump stackwalk is not enabled so we cannot get a stacktrace:

Oh :gbrown mentioned to me that this is expected i.e. MINIDUMP_STACKWALK needs to be setup locally on your own dev environment, it's not something set by the test harnesses directly.
