User Story

When debugging a throttled page load, upload, or other slow requests,
I want to see in-progress requests in the network as soon as they have started,
so that I can inspect their request meta data and see the response when they are gone.

Issue is that request headers are not shown for me (tested on this bug page).
Follow up from https://bugzilla.mozilla.org/show_bug.cgi?id=1157817#c19 Needs a necko bug for platform work.

Changed this into a bug as panel shows in-progress resources, just has an issue to not show request data. No need for platform work for now.
