Bug 1474285 creates stub profile that are only meant to be used by downgrades. We want to record the use of these profiles in telemetry.
P2 for tracking so it shows up in our bug tracking dashboard.

How is a stub profile identified? It might be a good idea for this data to show up in the new-profile ping[1]. Putting it in the environment means it's sent with all pings immediately, including the new-profile ping, so that's a good place.
