There are some outstanding bugs that seek to address overflow issues with the smallest breakpoint on new tab. There's no real reason to support the smaller breakpoint so I think we should drop it. See also: bug 1497507

I clarified with Aaron... Basically, we are removing the breakpoint where there are 3 top sites across. So, we'll end up with breakpoints for 2, 4, 6 and 8 top sites across.
