Bug 1496322 fixed the color of the top-border on Windows 10 1809 and higher. It is now black-grey. However the border is still a lot thicker than in other apps and doesn't really look native. All window's borders should have the same size.

Can you provide a screenshot with a comparison? What DPI / scale factor are you using? I don't see a difference on my win10 machine (scale factor 1.5)
Flags: needinfo?(ge3k0s)
Here's what it looks like on my PC (200%). My first report wasn't really accurate : the top border isn't thicker, but it is considerably blacker than the other borders and it doesn't have any drop shadow.
Flags: needinfo?(ge3k0s)
For reference it looks a lot better with the light theme as the border is gray like for the rest of the window. The shadow is missing though.
Summary: [Windows 10 1809] Window's top-border is considerably thicker than in other apps → [Windows 10 1809] Window's top-border is black instead of grey and doesn't have a drop shadow
