Steps to reproduce:
Ctrl+N to create a new message
Type a multiline message. The message must be short enough so that the lateral scrollbar is not displayed.
Position the cursor (e.g., by clicking or with arrow keys) on the last line of the text.
Press page up keyboard key; the cursor doesn't move.
Position the cursor on the first line of the text.
Press page down keyboard key; the cursor doesn't move.
Now type more lines in the message until the scrollbar becomes visible.
Position the cursor (e.g., by clicking or with arrow keys) on the last line of the text.
Press page up keyboard key; the cursor moves up one page (or until the end of the text is reached).
Actual results:
The page up / page down keyboard keys only start affecting the cursor's position when the scrollbar of the message composing window is displayed.
Expected results:
Page up / page down keyboard keys always move the text cursor one page up/down or until the end of the text is reached.
First seen in 57.0b1. 56.0b4 is working as expected.

Wayne, thanks, yes, it looks like it. I didn't find it with my search patterns.
BTW, while searching again I also found bug 1420147 which seems the same issue.
