While digging around the add-on manager's code, I noticed that the code for the "pending restart" notice is still there. https://searchfox.org/mozilla-central/source/toolkit/mozapps/extensions/content/extensions.xul#478
Are you sure this is unused? What do we display if an extension has postponed an update with browser.runtime.onUpdateAvailable?

The runtime.onUpdateAvailable case isn't handled very well, that's bug 1627495 now. That's theoretically the only case we need to worry about I think now.
