This is follow-up work for Bug 1489698.
A remaining issue is that when a moz.build is added for js/src/builtins, the String.h file there ends up on the include search path. On Windows with a case-insensitive filename and the include search rules that seem to apply, parts of the system libraries accidently include out String.h and the build fails.
