Copying my comment on the UX bug:
The switch control is visible on https://mozilla.invisionapp.com/share/U5QHP8W7WM2#/screens/346578833
According to Matt, this design is coming from the new design for about:addons.
My suggestion will be to move this to m3 so that we can wait for about:addons to implement it.
