This is reproducible in nightly with an existing profile.
If anyone finds steps to reproduce I'd appreciate it, I was able to reproduce for a short time then lost it.
My suspicion is that this is related to adding the pref "browser.contentblocking.category" without giving it a default value.

We no longer set up a listener on a per-window basis for category preference changes.
