Quitting firefox prompts for closing tabs though they will be restored on restart

Details

When I attempt to quit Firefox, I recieve a dialog box stating "You are about to close X tabs.  Are you sure you want to quit?"  However, Firefox is configured to restore tabs on browser start, so these tabs are not actually closed.  

In the past, if I've configured tabs to be restored, there is no prompt with Firefox.  If there is a prompt, maybe not stating the tabs will be "closed" as that is not technically true.
I think you have closed Firefox with a keyboard shortcut.
That behavior change is from bug 550559 and then we have bug 1506173
