User Agent: Mozilla/5.0 (X11; Linux x86_64; rv:65.0) Gecko/20100101 Firefox/65.0
Steps to reproduce:
1) Find a website where tracking protection will block some content (e.g. youtube.com)
2) Click on the tracking protection shield icon in the address bar
3) In the pop-over which appears, click on the "Report a problem" link
4) Type some text in the text area and press left arrow
Actual results:
Pressing the left arrow key causes the pop-over to switch to the previous panel, erasing the text that was input in the "Report a problem" panel.
Expected results:
Pressing the left arrow key when the text area is focused should cause the text cursor to move left.

I managed to reproduce this bug on Nightly 66.0a1 (2018-12-12) and Firefox 65.0b3, On Windows 10, Ubuntu 16.04 and Mac OS. The bug can be reproduced without typing text also.
