I was able to reproduce this bug using an affected Nightly build from 2018-12-11.
I can confirm that the about:sessionrestore "View Previous Tabs" button, doesn't have a background anymore on latest builds: Beta 65.0b5 (20181214002557) and Nightly 66.0a1 (20181213224257). Tested across platforms: Windows 10 x64, macOS 10.13 and Ubuntu 16.04 x64.
