When you refresh inside Responsive Design Mode, the page doesn't refresh. You have to close it and reopen it to see the refreshed page.

Steps to reproduce:
Viewed a site in Responsive Design Mode. Made a change to the site. Refreshed the page.
Actual results:
No change was visible. Clicked button to leave RDM. Clicked it again to reenter RDM and changes were visible.
Expected results:
Refresh should have shown the changes without leaving RDM.
