I was able to reproduce the behavior you mentioned on the latest 66.0a1 Nightly build (20181217220100) and on the latest 65.0b4 DevEdition Build (20181211223337). This does not reproduce on the latest 64.0 Release build (20181206201918). I have edited the title of the issue in order to include DevEdition.

The right shortcut is CMD+L (or CTRL+L, F6 or ALT+D, result may vary across platforms). CTRL/CMD+K is to focus the SEARCH BAR, if the search bar is not present we instead add ? to "transform" the url bar in the search bar.
