At the request of Relman, we would like to change our process so that we mark bugs RESOLVED when they merge to mozilla central, and something else when they merge to github (a whiteboard tag perhaps?) This will require changes to bugzy as well as our auto-close github/bugzilla integration tool.

Plan is to update github-bugzilla-pr-linker in bug 1514041 to handle commits/merges and to comment in the bug and add [github merged] whiteboard. Our commits won't make use of the "fix bug ###" syntax to autoclose. Separately bugzy should differently handle bugs that are fixed in github but not exported yet.

We've changed our process to not use "Fix" in commit messages and added github-merged to track which bugs have yet to be exported.
