This will include changes to the build process for tc-references and tc-docs. And probably not tc-tools.

Brian will import tc-builder into the monorepo, and I'll make these changes in a single cherry-pickable commit on top of it. Tc-builder builds individual images for each service, using the service’s package.json (if that works). For tools, I'll keep building out of the old repo.
