Details
To make Bug 1515380 happen, we need to start by having an API for GC to throttle down nursery and decommit. I imagine this will be two parts: one for the actually nursery stuff, and another for the policy side (eg. NotifyThrottledRuntime or soemthing) in case we want to tweak other aspects here.
