I don't have access to a Windows device atm, but implementing the focusring at 0 as an outline would probably solve this.

The fix I put up in bug 1516767 also addresses this bug; it was a bit tricky to keep those fixes separate as otherwise there'd be a regression "in the middle".

I reproduced this issue using Fx 66.0a1 (2019-01-07), on Windows 10 x64.
I can confirm this issue is fixed, I verified using Fx 66.0b14 and Fx 65.0.2, on Windows 10 x64.
