This is a meta-bug to associate bugs related to our 2019 efforts to better manage intermittent test failures. This may be seen as a continuation of the 2017/2018 Stockwell projects. We started to enumerate many good ideas for reducing and managing intermittents but didn't find the time to follow-up in 2019. I don't know of anyone actively working on this now. Leaving dependencies open in hopes of re-visiting these ideas soon.
