Steps to reproduce:
Visit https://self-signed.badssl.com/ and try to add an exception
Actual results:
The Add Security Exception dialog appears but the confirmation buttons are not visible. Sometimes the "Permanently store" checkbox is visible, sometimes not (depends on number of errors).
This makes it impossible to add an exception.
Expected results:
The confirmation button should always be visible.
This was tested with a fresh profile. The same test works on 64.0.2 (stable release), so it appears to be a regression in 65.0 beta (65.0b11).
