Steps to reproduce:

I have set a firefox masterpassword and in config security.enterprise_roots.enabled=true

Actual results:

When I start firefox with empty page then it asks for masterpassword.
When I decline the masterpassword prompt it shows again for 2 times.

Expected results:

Firefox should not ask for masterpassword on startup with empty page. It should only ask for masterpassword when I open a website were I have a password stored.
