Update: ^ there's an issue with the refactor concerning Raptor tests that set their own prefs in the test INI, I'll have a look...

For this patch, for adding support for cold page-load on Firefox and Chromium/Chrome desktop, I'll just land tests/configs for:

amazon, facebook, google, youtube
25 page cycles
try and central
4 separate jobsM (as 1 site takes approx. 15 min end-to-end)

Then in future we can decide on the roll-out.
