This is a regression caused by bug 1521231 if I'm not mistaken.
See screenshot. The "Normal" text is gray but the shortcuts are black/white (depending on the theme).
According to bug 1520522 comment 3 the latter is expected now (though I'd prefer to have it gray colored), but in any case the Content Blocking mode text should probably be the same as the shortcuts text color.
