One corner case I've come across related to this:
We probably want a (public) way to override this and say "send this ping asap" to support the sample application. Right now, we can trigger a metrics ping being sent from pressing the "send ping" button in the sample application, but pings don't actually send more than once every 24 hours.

This should probably be part of the testing API, as follow-up work. There's bug 1525333 for this.
