Just like Bug 179115 and Bug 1525808, CC changes are not real activities on the bug so they should not generate any email notification.

FWIW, I actually like to see some cc bugmail, but I have it BMO settings only for bugs I have created

Maybe we can just change the default email preferences not to send notifications for CC changes as well as changes made by the user themselves.

+1 for leaving in an option. I do have it enabled and like receiving email for cc changes, as it lets me know that a bug is on someone's radar.

That would work. I want the option for reasons Bontond stated "it lets me know that a bug is on someone's radar."

Adding to CC doesn’t necessarily mean the bug will be on the person’s radar, because not everyone is reading all their bug mails, because we are sending quite a lot of bug mails including these CC changes, ironically. That’s why needinfo
is utilized. I’ll leave this open and think more about how we can reduce the # of bug mails.

My interest is a broader interpretation of "radar". There are cases where I want to know who is /interested/ in the bug, and NI isn't approrpriate in this case. Granted, CC is just an approximation for knowing who is interested in the bug.
But certainly, I'm in favor of BMO options have CC email disabled by default - as long as it doesn't affect me :)
