Steps to reproduce:

  1. Move Bookmarks toolbar items to nav bar
  2. Drag a link(or tab) over address bar via bookmarks toolbar items

Actual results:
Suddenly, Address bar pushes all toolbuttons to overflow menu.

Expected results:
Toolbuttons should not be pushed.
