Cannot create email with file attachment with MAPI

Steps to reproduce:
Create a PDF-File with PDFCreator (V 3.4.0), click on Button "E-Mail" to send the file as attachment to a new email.
This Bug occurs only in Version 60.5.2. Version 60.5.1 works fine.
OS: Windows 7 Professional 32 bit
Actual results:
I'm asked to allow creation of an email from within a foreign application. Both OK and Cancel only close the dialog, but nothing happens after this.
In configuration about:config both values mapi.blind-send.enabled and mapi.blind-send.warn are correctly set according to the dialog above.
Expected results:
The dialog appears, I click OK, Thunderbird opens a window for a new email with the PDF-File as attachment

Any old file is good to test
Explorer - right click - send to - mail recipient
will work with 60.5.1 and fail with 60.5.2
I have the same problem.
However I disagree on the expected results:
I used this feature many times a day. I never had a dialog appear. I just clicked the mail-icon in (e.g. Foxit Reader) and a new email with the PDF-File as attachment was created in the background without any user interaction. This is important to make the feature practical!
For me too it worked in 60.5.1 (and all earlier) but not in 60.5.2. This Thunderbird runs on Win7 Enterprise.

This a duplicate of bug 1530820 ?
For me this seems likely. I did not yet apply the workaround for 1530820, as I urgently need to terminate some work before I can reboot.
