In non-control variants of the pref-flip-study-activity-stream-pkt-newtab-beta66complexandperformance2-1529327 shield study, we are recording AS telemetry impression pings for SPOCs in positions where a SPOC is never shown.

This chart shows positions where SPOCs are reported to have been shown:

As an example, note that in the complex and default variants, a SPOC is reported to have been shown in the 0th position (i.e. the 1st card on the new tab page). We have not set up any SPOCs to be shown in that spot.

Can we verify that SPOC impressions are being fired by the browser with the correct "position" parameter?

Both spocs and non spocs are considered the same thing here, so the position field in bug 1531604 is the same as position here.
