I hid incognito permission ui when in PPB, after some discussion, that needs to be removed (ie. show the UI always, allow changing the permission)

I was able to reproduce the issue on Firefox 67.0a1 (20190228214753) under Win 7 64-bit and Mac OS X 10.14.1.
This issue is verified as fixed on Firefox 67.0a1 (20190305092747) under Win 7 64-bit and Mac OS X 10.14.1.
In PPB, the extensions are not allowed in PB by default.
The user can allow the extensions to work in PB from the post install doorhanger by checking the checkbox, or from the detailed page of the extension in about:addons.
