In https://phabricator.services.mozilla.com/D22825 tomprince recommended that we use a different worker type for the Android PGO profile runs than we do for testers for extra protection against a docker escape mechanism polluting the build.
This bug tracks the effort to create the new worker, which will ultimately be used in bug 632954.

This adds worker-type alias that has dedicated workers at level-3 for running
instrumented builds, but uses a test worker type at other levels.
