Steps to reproduce:

OS: windowos 7, on file with cyrillic symbols in name (ru, cp1251) right click send to > recipoient

Actual results:

nothing happens, new mail not created
if file name have only english symbols or numbers new mail will create

Expected results:

new letter with attached file

Version: 65 → 60

In general, if you're using an ANSI code page as system code page, you can only
use characters on that code page in file names. So for the Western European
code page windows-1252 you can only use äöü, etc., not Russian. In Windows 10
there is a beta feature so use UTF-8 as system code page.
But I assume you have the Russian code page windows-1251, right?

There has been some turbulence in the TB 60.5.x releases, but all should be
sorted out with 60.5.3, or 60.6 which will be released today.
