It seems like this is because the test was using BrowserTestUtils.withNewTab with waitForLoad set to false, so the test was running before the browser loads the page even enough to generate the pageInfo. I've now changed it to use BrowserTestUtils.waitForErrorPage. I'm adding you as reviewer Andreea - thanks!
