The original plan was to add a publishing step to Antenna and have Antenna save to S3 and then publish to Pub/Sub. But then we hit bug #1538202 so that's not going to work out.

Pigeon listens to S3 events and sends crash ids to the RabbitMQ queue for processing.

This bug covers reworking pigeon to send crash ids to Pub/Sub.
