Do you have a site where this is a problem? I think we only mark username fields to be handled by password manager when there are saved logins so I'm not sure this case is actually possible. Providing steps to reproduce would help understand the issue.
Chrome auto-shows form history on username fields with no saved logins so they are no less annoying, having the footer seems like a benefit in that case.
Safari doesn't auto-show the popup but they do have the in-field key icon to access the "Passwords…" dropdown which is much more discoverable than using the down arrow.
Unfortunately, I don't remember such sites. I can't repeat that behavior on sites that I use everyday.

OK, based on how the code works I don't believe this is possible so marking INVALID for now until you find an example.
