We'll be adding more build variants to GCE soon. Most will want/require the speed-ups offered by sccache.

Status update:
After RRA, there are two changes to make to the endpoint:
- Provide a list of allowed service accounts to generate temporary credentials from
- Remove the IAM policy setting
We had a meeting with IT sec, and there were concerns about the security model for sccache.
